VOCA is more than a funding stream—it’s an anchor that allows for trauma-informed, responsive care for those affected by violence, abuse, and exploitation.
The Problem
In recent years, VOCA funding has been on a dangerous decline. Reductions to the Crime Victims Fund, which VOCA draws from and the way it’s administered both at the national level and the state levels, have led to inconsistent funding cycles, steep cuts, and uncertainty for agencies serving victims. Programs are being forced to do more with less—or disappear altogether.
The Solution
A New Model for VOCA Restorative Pathways is at the forefront of pushing for a lasting solution. This movement will take: Community-based organizations Lawmakers and policy advocates VOCA experts Survivors and frontline leaders We are working closely with allies across the country to champion legislative efforts like the VOCA Fix and the Crime Victims Fund Stabilization Act—but also to push for systemic reform that creates long-term stability.
